I have an employee who was off the clock and came to an event that we had in which he proceeded to make inappropriate coments to an employee who was on the clock.

I understand that it is sexual harrasment because of the responsibility to protect the employee who is on the clock, but what it the actual policy on sexual harrasment with employees who are not on the clock?

It's the same if it is an employee whether on or off duty as well as a customer or vendor. He was on company property and therefore is subject to the same rules as if he was on duty.
