One on One Employee Privacy Expand / Collapse

Are employers required to have a designated office to retain employee privacy during performance reviews, counselling or discussion in general? If employees are required to visit a "cubicle", then it would seem all items of discussion would be in jeapordy of being heard. Any knowledge about this would be most appreciated.
