Cal/OSHA came in and cited us for a few things. Our corporate office is in Virginia. All policies and programs originate from there. For example, our Hazard Communication Program is not identical to what Cal/OSHA says needs to be in the program. It is my understanding that federal OSHA overrides state laws and regulations. So, can Cal/OSHA cite us for something that OSHA does not require us to have?
