Employee Smells of Liquor Expand / Collapse

A valued, high functioning employee with no past dicipline problems regularly smells like booze. It's a very recognizable smell on the employees's breath. As a small and growing business, with many new hires, and more to come, this odor has been noticed by other employees and I am unsure of how to approach this problem. I by no means want to terminate this employee, however I cannot continue not to address it, as it's come to the attention of others. There is no obvious drunkeness, though behavior at times does seem much "looser" than others. Secondarily, the employee in question keeps a "runner's" type water container on her desk, and I suspect it contains it contains liquor. Please advise on appropriate action for this otherwise well-liked employee.
