I went to an HR seminar and I swear they said that an exempt employee must not be charged for thier time off if they take 3/4(?) or less hours in a single working day. Does this mean they are not charged monetarily or does this mean they are not charged from a PTO standpoint? Can anyone clarify this for me?

I believe that less than 4 hours missed (in a day) cannot be reduced monetarily or from PTO.
