I found this within the HRCalifornia website:

Are public agency employees subject to overtime rules?

All of the Industrial Welfare Commission (IWC) orders, with the exception of number 14 (Agricultural Occupations) state: “Except as provided in sections 1, 2, 4, 10 and 20, the provisions of this order shall not apply to any employees directly employed by the state or any political subdivision thereof, including any city, county or special district.”

The numbers that are excluded (3,7,11) deal with daily overtime, record keeping, and meal breaks.

I'd like to know who fits into the category of "employees directly employed by the state or any political subdivision thereof, including any city, county or special district". I am specifically researching whether employees of public school districts in California are subject to the overtime laws that private sector employees are.
