Can I Charge for Lost Building Access Card or... Expand / Collapse

Can we charge employees a replacement fee ($15 or $20, etc.) if they lose their access/security cards for the Building or Parking?

I have been advised by an employment attorney in the past that we cannot, but I can't find any official source of that information.

Any help is greatly appreciated!

I'm not positive about this but I beleive you can have the employees sign something at the beginning of employee that states if they lose such "access devices" that they will only be replaced upon the employee paying a fee. Would this just make the employee have to park farther and walk or would it make it impossible to get to work? If it is only an inconvience to the employee than that type of policy may encourage employees to be more careful with your devices.

I didn't see the security part. I don't believe you can charge for the security identification/devices.
