Location Closing - Are my bases covered? Expand / Collapse

We are closing our CA facility (I don't work in CA) and moving the operations to another state. WARN was not involved as this will involve less than 20 employees. I just want to be sure I have all of my bases covered. In the term packet, I have:

Notice of change in relationship
HIPP notice
COBRA Notice (no COBRA forms as we use a 3rd party admin who will send the paperwork)
Authorization for release of information
Acknowledgment of receipt of final check
Acknowledgement of receipt of COBRA notice
UI Brochure

What are you thoughts on a written termination letter? There is not going to be any severance so is it really necessary or just more "legalize" to have to worry about? Will the change in relationship notice suffice?

Also, there will be employees that will be given the opportunity to move and others we will just be letting go. Anything legally that I need to consider with this scenario?
