Does anyone have any data/experience with some new legislation that provides tax benefits for employers who provide jobs to people who have been unemployed for more than 6 months with school age children at home … or anything else along these lines.

You may want to check out the Federal Hire Act (Hiring Incentatives to Restore Employment Act). This act provids a payroll tax exemption and increased tax credits for employers that meet certain eligility requirements. A new hire must certify "by signed affidavit" under penalties of perjury that he/she has not been employee for more than 40 hours during the 60 day period dending on the daste such individual begins such employment.
