We are new to the California business world and I have a question; if an employee voluntarily quits and wants to wait until our regular payday to get his final check and it's beyond the 72 clock hours, is this ok to do?

To be safe... I wouldn't do. You should always cut a TERM employee's check as soon as possible. You never want to not follow CA labor rules and get into legal trouble
